The OFSET council, the 9 August 2002

Abstract

The internal regulations give detailed explanations about some points which are not dealt with the statutes. It is drafted by the council and subject to changes when necessary. The new members are requested to pay special attention to is as well as the manifest and the charter. The members commit themselves to the respect of the statutes and internal regulations in force at the moment they join. In the event of a conflict between the internal regulations and the statutes, the former prevail.

Members

There are 3 different kinds of members:

Honour members

Honour members are individual or legal entities who have helped the association or contributed to its objectives in a significant way. These members are chosen by the council on recommendations from OFSET members. Honour members are lifelong members in the Association unless they decide to withdraw from it or are struck off by decision of the council. Honour members are exempted from subscription charges.

Benefactor members

Benefactor members are persons or entities who commit themselves to paying a yearly subscription charge over 100 euros.

In the event that a benefactor member is an entity, the latter shall have to nominate a person to represent it in the Association.

Active members

Active members are persons who commit themselves to paying an annual subscription charge included between 15 and 30 euros

Membership

Application for membership is made exclusively through a paper or electronic form supplied by the association.

The annual subscription runs over a year from 1 November until next 31 October.

Payment is made by cheque, bank transfer, postal order or international money order drawn up in euros to OFSET.

It must be sent at the latest within 30 days after joining. The renewal of the subscription must be made within the first two months each year. Membership will be terminated if the treasurer of our Association has received no payment after this period.

The treasurer acknowledge receipt of the payment through an email receipt sent to the subscription. A paper receipt can be supplied on demand.

To be eligible any membership must include at least the following information : full name, personal address for people and address of the registered office for entities as well as an email address. The association incited all members mention any changes concerning this basic information.

Meeting of the council

The meetings of the council take place virtually on IRC. The secretary sets up the agenda in collaboration with the council 5 days before the meeting at the latest. During the meeting each items of the agenda is exhausted. After the meeting the secretary prepares the report and submit it to the members present at the meeting. The members who do not agree with some items of the report shall submit their claims 5 days after the reception at the latest.

At the beginning of the next meeting, the secretary may ask to the members to ratify the report with detached electronic signatures.

General meeting

The general meeting takes place virtually in IRC. The secretary sends the details of the procedure s to each member at least 15 days before the meeting is held.
